Tom has a strong background in technical business and project management for large-scale organizations using Business and Information Systems re-engineering for business process improvements. He has specialized in Business Modeling (Process and Data), in the Department of Defense (DOD) Logistics, and Acquisition, Department of Energy (DOE) Environmental, and in the private sector at manufacturing companies.
Has extensive management consulting with senior CIO’s other business leaders and international business operations in Japan, Korea, and Taiwan. Tom has re-engineered existing data systems, procedures and policy for cost reduction, downsizing, converting strategic applications to a distributed environment. He has provided general information resource’s management and program/project management for BAAN ERP, E-Business and general LAN and WAN management projects.

Management Operations, Information Technology for a Department of Defense contractor which provides a variety of IT and Professional Engineering Services to Government and commercial clients, including: Client/Server Systems, Database Management, Web Development and Internet Access Design, Web-Based Commerce, Stock Control, Systems Integration, Modernization, and Reengineering, Acquisition Logistics, Engineering and Program Management Support, Information Assurance. Provided requirements analysis, and requirements documentation, building use cases and taking business requirements and translating them to functional specifications for development, database and infrastructure teams. Additional responsibility for Technical business development and CIO customer level support.
As the Director of Information Systems, Shelby County Assessor, Tennessee Tom:
Managed all IS operations of this local government agency. Converted and standardized operations based on six (6) disparate sever operating systems to 2 (UNIX and NT) and moved from 7 network protocols to 1 (TCP/IP). Implemented a help desk business process system, upgraded firewall systems and installed Internet content filtering. Reorganized operations and implemented standard IS business practices to support disaster recovery. Revised web site support processes and updated content management processes, to include some portal technology. Converted the organization from older Novell servers to NT2000 (Active Directory), e-mail systems conversion in process. Managed a software conversion/update of the current Assessor Computer Aided Mass Appraisal System (CAMA), from an older SUN system to a new Dell NT2000 system, a small ($600,000), Oracle application project.
As the Director of Information Systems, Tosoh America Inc. Tom:
Managed information technology policy, infrastructure and data/telecommunications between all Tosoh America companies, and centralization of IT resources and IT project management for Tosoh in the U.S. This executive position reported directly to President of Tosoh America for daily operations and to the CIO of Tosoh Inc. in Japan for strategic direction and focus. Updated and or added frame relay links between Japan, Taiwan, Korea, United Kingdom, New Jersey, San Jose, Portland, and Atlanta. Converted low value, Quality of Service (QOS) frame relay links to Internet Virtual Private Networking (VPN), saving $200,000 annually. Directed Tosoh IT personnel US wide, about 30-40 persons, at seven locations. Was the program manager for Tosoh America MIS policy regulation and standards for use by the American Tosoh companies MIS organizations? Was the working representative of US companies for E-Business and Data Warehouse architecture plan for the global Tosoh Corporation a 3.5 Billion dollar Japanese company, with 120 subsidiaries worldwide. For Tosoh SMD, managed the Information Technology group, successfully managing conversion from Lotus Notes e-mail to Exchange 5.5 e-mail, upgrade of server capability by 50%, new backup solutions, virus solutions. Managed technical operations to remediate an older HP3000 manufacturing system for Y2K (Year 2000) issues. Outsourced residual Lotus Notes applications and upgraded frame relay connections to Asian subsidiaries. Supported web based sales force automation system and IT knowledgebase, and company Intranet. Successfully stayed within budget and on time for all projects. Tosoh SMD Inc. is a 75 million subsidiary of Tosoh Corporation.
As the MIS MANAGER for Trim Systems LLC, Tom:
Managed IS team and provided direct technical support for Trim Systems (formally a 100 Million dollar division of ASC Inc.), for Enterprise Resource Planning (ERP) migration from existing legacy AS400 data system to BAAN, using client server system design and implementation using Business Re-Engineering and project management. Was the Baan ERP Team leader for 5-person contractor and 5-person Trim Inc. team for the ERP project! As a hands on technical project leader in support of infrastructure modernization, provided LAN administration implementing NT Server 4.0, for TCP/IP WAN (Windows 95 clients) with Ascend Routers, Exchange Mail Server, RAS Server, DHCP, WINS, DNS, MS IIS Intranet Server. Operations support with direct programming, using Microsoft Access (Visual Basic) for production forecast database using AS400 data and custom bill of material (BOM) developed tables/application.
